SAN FRANCISCO — Moore’s Law coming to an end? Not if you ask Intel, which announced Tuesday that it plans to offer chips based on a 22 nanometer process technology in the second half of 2011. The 22nm chip packs in more than 2.9 billion transistors into an area the size of a fingernail.
